Pierce County (pop. 42,000) is on the border with Minnesota, within the Twin Cities metro area. Its population is 92% white, with a similar degree of educational attainment to the state average but with a higher median household income. The county shifted toward the Republican party during the 2010s, but it remains at least somewhat competitive between the parties.

About 30% of the county lives in the City of River Falls (which also stretches into neighborhing St. Croix County). Ten other municipalities have populations between 1 and 4 thousand, while 14 communities have populations below 1,000. The City of River Falls is home to UW-River Falls and is also the only municipality in the county to consistently vote for Democratic candidates.
