Polk County (pop. 45,000) is in northwestern Wisconsin, along the Minnesota border but outside of the Twin Cities metro. Its population is 94% white, with a similar median income to the rest of Wisconsin but lower levels of college attendance. The county was politically competitive during the 2000s but grew more Republican since then.

Polk County’s population is dispersed among many small communities. There are 20 municipalities with a population between 1,000 and just over 3,000 and another 12 with populations between 500 and 1,000. Some municipalities are often politically competitive, including the Town of johnston, the cities of St. Croix Falls and Amery, and the villages of Frederic and Osceola. Others, such as the towns of Clear Lake, Farmington and McKinley, are consistently strongly Republican.
